Why can’t Mk 12 Armatek Tactica Data be converted to electrium conductors like other G12 gear pieces?

The "technical limitations" claim reeks of BS. I'm pretty sure it's just because everyone has loads of those things due to like, five characters total using them, and they just don't want you to have an easy source of conductors.
