Mod Colors, What do they mean?

Question

Some are green, some are blue when you get them. When you upgrade them, they change colors to purple, yellow, maybe others I haven't seen. The purple and yellow I understand. But why are some of the level 1 mods green when you get them? It doesn't seem to be dependent on rarity either. Anybody know?

The colored mods start with thier secondary
Normally a secondary stat does not increase but with colored mods they increase when they would normally be unlocked. At lvl 3, 6, 9, and 12

Grey = no secondary
Green = 1 seconday
Blue = 2 secondaries
Purple = 3 secondaries
Gold = all secondaries (I haven't seen one yet but i assume based on what I have seen)

But rarity is 1 to 7 not 1 to 5
