This happens way more often than speed even rolling once.
Your best bet is to never open the mod store ever again. Unless you enjoy blowing credits/crystals on that rare occasion a potentially good one appears. They're much easier to farm now that the drop rates are 100%, although the RNG of getting a good one that will roll speed is still beyond bad.
Mods have become one of the least fun things about this game. "I hope I get lucky so I can be faster than my opponent." It doesn't matter how much you spend it's all about luck.
