Get rid of everything that doesn't have at least 1 roll of +5 speed. All +3s and +4s can go. You can be even more selective, selling every level 15 non-gold mod with less than 10 speed, but I like to keep some of those mods in case in case I'm in a pinch - and if you're starting out, it's better to have a stock of decent mods than just a few really good ones.

Just means how much the mods tack onto the base stats. My Moff Gideon is 375 speed, with the blue number being 177. His base speed is 198, so the maths works out. Same with all the other blue stats.

There's no specific place, just keep upgrading and selecting which mods to go. Most of the time I'll only get +5 speed on a level 15, but I've occasionally gotten all the way up to 20 speed with plus four rolls, despite it not being a gold mod. It's all down to luck.

Depends. I prefer going on SWGOH.GG, going to the character, and looking up "Best Mods" in the top bar. That pulls up data from preferred mod sets from various top end Kyber players, but that's still a general overview.

Depends how fast they are usually. If you're using someone like Gideon who already had 198 speed, not really. If they're a slow 120-150 usually, that's good. This is where the blue numbers help, as they'll tell you how much extra speed your toon is getting. A good baseline for middle players is a minimum of +100 speed, but I'll admit most of my characters range anywhere from +60-+80, which isn't as much as I'd like. I do have some really good sets, adding upwards of +140 speed, but +100 is usually enough to satisfy me - however, I'm always improving my mods!
