Chirpa: health/offense
If we're talking raid, Teebo and Scout should get potency while Elder and Chirpa should get pure speed. Taking damage in raids is irrelevant if you're running a TM control team that Ewoks are. You're either controlling Captain/Rankor or they're enraged and are one-shooting you. If you're dying from regular attacks, you either lack potency or are experiencing bad RNG.
Speed on both Elder and Chirpa helps both of them grant a lot more TM up to just keep your guys going and going. The more turns Elder can get the more TM he'll provide every other Ewok. Likewise with Chirpa taking more turns to refresh his assist all that much faster.
