Mods on ship pilots
If i put mods on all my ships's pilots, then is my fleet going to be stronger for fleet battles ?

Sure, it will make your fleet stronger - and a lot! As the others have mentioned, only the level and number of dots matter, so to get max crew power from a mod you need a 5-dot lvl 15 piece.
