Not true.
on a blue you a have a 2 chances, each with 50% chance that it will roll Speed again, but its not guaranteed that it will roll speed again - if you're lucky it will roll speed one time, if you're really lucky it will roll speed both times.

The only ones that guarantee speed are the green ones which already have speed on them, but that will only put you at 10 or 11 max speed on that mod.
