Mods with colors (gray, blue, purple, gold)

May I assume that a 1-star purple mod at Level 1 will have higher stats after upgraded all the way than that same 1-star gray mod at Level 1?

I think that's the way it goes, kind of like the colors of gear level around your heroes in their screens, that circle around their avatar that indicates the gear quality. Purple is awesome, yellow is best. Maybe it like this from least to greatest: gray, green, blue, purple, gold.
