Mods with colors (gray, blue, purple, gold)
May I assume that a 1-star purple mod at Level 1 will have higher stats after upgraded all the way than that same 1-star gray mod at Level 1?

From what I can tell there are 2 benefits to getting gear with secondary skills shown at mod level 1.
1. you can see before upgrading what skills the mod will have
2. when you upgrade it, the secondary skills improve at the levels they would unlock (i.e. at level 4 the first secondary increases instead of unlocking).
