Considering both gl kenobi and emperor palpatine don't get used in any territory battle requirement or raid as well as master Luke or Rey or kylo Ren. I just feel like for all the work players go through to unlock these toons there should be more events for them outside of a few miner battles.
They are used a lot on TB, TW and GA.
