Need info to prepare for next Rey Hero's Journey

Hi! I'm doing Luke's hero's journey event and I see its not *exactly* like unlocking Yoda or Palp (you know, simply having five jedi/rebel at 5*, char star lvl unlocks next tier and so on) and I found...

You need the two vets 7* for tier 2, and I think somebody else with them. But the point is, you don't unlock her unless you finish all the tiers, so the division of the requirements along the way doesn't really matter.
