О_о I am killing Negotiator with the same set up as usual so far. No need any strategy at all. Easy target and fast kill. Do you really need tactics?
My fleet is good enough to get first every day, but my fleet is far from maxed (no Bistan U, modest R1 gear). I expect a Rebel fleet with Bistan can easily crush GK on offense, probably could without Bistan if you have good Phantom/Ghost. But yes, I need to use tactics.
