Because they will all end up as marquee.. And we already have enough of those.
As stated by the dev team toons will only come out through an event, marquee, legendary, heros journey.
So anyone introduced into the game will follow this path, which means we will never have "enough of those" unless you are suggesting they stop adding toona to the game
