New F2P Account

I have started a new account to test the changes made to early game but did not receive the customer support inbox gift consisting of shards of characters such as Phoenix, Bounty Hunters and Empire toons. Is this normal or am I missing out as I watched a YouTube stream where he started a new account and received these shards.
