I have played every day since the new update and my luke is only level 10 or 11 I think. This will block all the LSTs for a long time if it's true. The first batch of anniversary quests were pitched right in my opinion, no reliance on the era character levels and I was able to get Hera and Sabine LSTs through careful battle planning with existing troops.
