That's not the case on my shard. I rarely refresh and stay top 50 easily. Same on my ships shard. If it were the case the top 100 would be full of those who pay for refreshes. Not just the top 10. I usually win 75% arena and 90% ships, I'd say. I'm keen to see how my autopilot fares.
