Hmm I wonder if it applies to Empire units only, as we have Poggle who gives everyone offense up, but only speed to droids.
Perhaps everyone gets offense as well but no defense or resistance unless empire which then is a chance to gain them. Though I don't see the emperor being the kinda guy to empower anyone but his subjects.
might only help empire, sith... or all dark side.. who knows.. just cant wait to see next patch.. hoping they release him.. or as a Guild War Reward
Well can see that he helps empire units at least, I hope Sith too as empire units are meh mostly. I bet he comes out at the same time as Yoda, most likely in a seperate bundle each.
