I felt like that idea was pitched, they rolled it out on a few old toons, then they went right into throwing Omis on every new toon that joins the game. I get that this is a resource management game, but how about just not locking every new toon behind 2-3 omicrons? Zetas as normal? The omicron drop rate is pretty trash, so it makes a decision who and what to throw an omi on, but I didn't think we'd be so lazy in designing new toons that we're just throwing it on them too.

Looks to me like it was planned for both old and new.
Yeah, you're right, typical CG wording made me think it was just for existing characters to make them useful, but it was the whole addition of "Mode Specific Abilities" that they just introduced for current and upcoming (that part I missed).
It seems to me though that all new characters have a mode-specific ability, and without it, they're just not that good.
