One stat change to put speed mod buffs in check.

There is one characteristic thing about speed buffs: They are all absolute values, except for the set bonus, which is a % value.

What makes speed the go-to mod stat, making all other stats irrelevant, is that a bunch of mods full of speed secondaries + a speed arrow mod gives way too much speed for any character.

To, one way to go around the issue is to do a flat increase to base character speed values.

If characters have on average 100 speed, and a mod set can give them 100 speed, that accounts for a lot of speed.

By doubling, tripling or quadrupling the base speed of every character, the characters would retain their relative speeds to each other. That would seem to be a zero-sum game, but the mods would account for less of the final character speed, which is necessary to make other mod sets more competitive.

Maybe gear speed buffs could be increased a bit as well.

Reducing speed's relative importance to overall speed also raises the value of other mod combinations.
