Palpatine event. Can I even unlock him?

So I'm trying to figure out where to focus my efforts based on the Palpatine event. I know I have no shot to get him starred up, but I'm trying to figure out if I'll even have a chance to unlock him ...

Wiggdo plus STH/SRF/K2SO (tank) plus ROYC (Rebel of Your Choosing) should equal EP attainment. AA would be great for cleansing, Leia for constant attacks, Bistan for Frenzy. If you have Chaze, well you probably have EP at 7* anyway so...but if you have Chaze and don't have EP for some reason, that combination would be instant death for the Empire (Chaze + Wiggs + Lando).
