Palpatine Lead debuff heals lost

Anyone else notice the Sith in team aren't getting health from some attacks that leave debuffs? Palpatine as lead and leader skill states when a debuff is applied by a Sith, that Sith gets some health. Yet I see Palpatine's basic attack applies a debuff and he gets zero health.
