Palpatine Mods

Can someone take a look at my Emperor's mods and stats to see what he needs more of? I'm aware that he needs more speed, but every time when I'm fighting an opponent's Wiggs team in the arena they are...

Your potency is fine, if you are using him as leader he doesn't as much potency. Put a potency cross on him; he doesnt really need tenacity.
He doesn't really need health set becuase his health is already low so the health bonus doesn't add much.
He does need more speed; by a lot though
