A loooong time ago, there was an official dev. post that stated, that they had tried various other designs out basing the turn order on f.ex. speed, who reached 100% TM first, who overshot the 100% most etc. and they decided, that all their tests resultes in big(ger) messes and less predictable outcomes.
It's an old post (maybe two ears old), so I won't spend time digging it up, I'm afraid.
