Ok so first of all. The thing I am proposing (I thought it was quite clear) is that turn meter should not be based on luck but based on speed. To make this more accurate. The fastest character starts with 100% turn meter. The rest of your team, depending on their speed, of course, they have 95%, 90%, 85% and 80%. Say the character that goes first is a TM booster. Say 20%. When he uses the ability, the others shouldn't all have 100% TM, but exceed the 100% threshold. So the first one should have 115%+ (he is the fastest so he should have some extra TM depending on his base speed and the difference between his speed and the speed of the next characters), then the second 110%+, etc. Then the toon with the most TM goes first. That simple.
Second. There is, either way, a way to create almost infinite loops in raids. Those are addressed constantly and getting fixed. I cannot see how by changing the mechanics of TM would make the situation worse. The problem with infinite loop, in HAAT for example, was that C3PO was always at full TM. The turn order didn't matter at all. I can't think of an example that would really break the game if they make TM work as it should be, based more on the mods and less on RNG. And even if it does, they can attend to every situation separately, as they are doing now anyway.
This should also give you a better way to compete in Arena, as it would be simpler to calculate the correct order you need, in order to win against a much better (a meta) team. In my opinion, the way TM works right now affects arena before all other aspects of the game and forbids non-whale players to better compete.
