CG's concern for PVP is pretty low, like 0,01% priority level. Their concern with bugs prioritizes PVE in which the bug benefits the players. For PVP bugs, one player wins and one player loses. They pay out the same amount either way.

I can't recall them ever giving compensation for screwing up PVP events short of when they had to cancel them completely.
