Pre crafting was a consequence of poor design and even worst implementation of a insane gear grid.
The only way to minimize this is put the gear grid less insane by making it easier to obtain those gear . .but....that doesn't make any sense cause that was the origin of all of this problem.
They made a serious mistake with this a long time ago....my problem is that they keep doing things like this one (guild hopping and its consequences for instance is even worst) who makes me think that they have a serious competence issue in their team.
