Let's be honest here... most who have no character able to use that piece still are paying customers. Those can be bought very cheaply fully crafted from the store. 300 crystal each and sometimes sold in packs of 2. So I believe most who cant craft them still will simply buy them and at the next marquee release craft any salvage they had built up.
