No, but if you can only pick one each month and you refresh once each time you're looking at 9 months for just one. A new user will never catch up at that rate.

They can just refresh more.

KAM would take a brand new user several years to 7*, so I think 9 months even with just a single refresh isn’t that bad considering a conquest units power level.
