In principle, you should be able to give anything to the accounts that are restricted due to the age of the players.
After all, they can and are allowed to level all characters to lvl85 and relic levels.
So you only need 3 or 4 values ​​from the database to enable reception of an LSB.

1. The receiver has Lvl85.
2. Has the recipient already purchased this LSB (just protection against unnecessary expenses)
3. The recipient is in the gifter's guild.
4. The person giving the gift is generally allowed to buy the gift (player age restriction)

Nothing more is needed and there is no room for bugs.

The bottom line is that it probably works as intended.
