Because in a case like Jedi Luke, he’s one of the very top iconic, if not THE most iconic character in Star Wars history. Not only would he have to be meta-defining, but he would have to be Endgame-defining. Meaning that he would be the ultimate toon, Able to be plugged in absolutely anywhere and still be ultra-useful. Anything less and 90% of the player base would be furious.
