QGJ humbling blow, what is blocking it?

Three times today in arena I attacked a character with a buff, it was removed and I did not get offense up for my team (not referring to it not working when the enemy dies, enemy still alive, doesn't have the buff anymore, but I don't get the off up buff)

What could be causing this? Is this a bug, or something going on that I'm not seeing?

    I wasn't clear in my last response, I haven't seen it before today, with the the exception of it not proc'ing when the enemy dies (which is annoying). Before today it was always 100%

    If it's a bug I hope they are looking at it

    This was exact sequence for my last one, dispelled Lumi and didn't get a bonus, I think one of the other times it was taking advantage away from Capt Phas
