Question regarding Leviathan v Leviathan

Hi, so in fleets we are stuck in more or less mirror matches, and I was prepared for this. However, I have noticed in a lot of the times thatvwhen I go first, the opponent somehow manages to get a jump in tm and manages to ult before me. I have tried to compare out lineups, and while his ship pilots are higher relic than mine, both of Revans are the same. We have 1 difference in ships, they use phantom 2 and I don't. But even when I have used it, the result stays the same.


Is this intended or am I missing something?
