It is not a large sample size, but from the trends are clear. As you can see, it is definitely not random and follows a trend per division. As I mentioned earlier, those are the top of each league (such as Kyber 1 and 2) are seeing a decrease in skill rating and those in the bottom of a league (such as Kyber 5) are seeing an increase in skill rating.
