I have jot attempted a raid since relic delta.... but this should not be the case..... you need relic 5 to attempt tier 4. I assume facing relic. 5 bosses.... Relic delta should have no effect if you ruling relic 5 toon, vs relic 5 enemies. if your using relic. 7/8 toons, relic delta should help you.
