Remove stamina requirement in omicron for Padawan Obi Wan with delta changes

From what ive heard conquest will be locked at r5 for all enemies. 

With Padawan Obi Wan being a character the game also wants you to get to r9, that means he'll be doing 70% more damage. His Omicron requires him to be 50% or more woth stamina. This means we will still easily 1 shot people even at close to 50% stamina and the condition part of his omicron will become useless for feats.
