Remove the Shards Bottlenecks

My single biggest frustration about this game is that every aspect of it is bottlenecked. Look I get progression, the grind, choices etc.. but in a game like this every aspect does not need to be limi...

Shards are not a bottleneck, except for a few status toons (from tournaments and raids)
the real pain is gear. and mods to a lesser extent (wether you win or not the "secondary stats" lottery)

The amount of purple required is staggering.
