Resist/Dodge in PVP
This happened to me today in GW:

My boba is G11; the other team is all G8 with Mk 1 mods (not tenacity). I know, I know. Bad rng, blah, blah, blah, unmitigable 15% chance to resist, blah blah. But it that really the case? Anecdotally, it seems to me that the base chance to resist in arena and GW is higher than 15%. Lately, debuffs have been getting resisted at what appears to be a higher rate than I assumed it would. Anyone else notice this? I used to roll my eyes at "cheating AI" threads, but it does seem that the AI (at least in PVP) has a noticeably higher base chance to resist than my team does.
The same is true for the evasion rate. Even against non-evasion leads in PVP, I get dodged at a surprisingly high rate. Needless to say, Zaul is practically a god in GW.
So, tell us devs, what is the AI's true unmitigable chance to resist in PVP? 20%? And what about base chance to evade? I would wager that it's at least 10% and that evasion leads stack on top.
Just to get ahead of the inevitable response, I don't have a problem with the AI getting these buffs (finishing GW is not an issue for me). After all, even calling it "AI" is extremely generous (e.g., Leia trying to stealth with buff immunity, QGJ trying to dispel foresight). It just seems lazy, though. They have data from thousands and thousands of arena battles each day. Surely there is some algorithm out there that can use this data to optimize the AI's strategy.
My biggest beef is this: Why isn't this stuff disclosed in-game? Why does one need to search these forums or Reddit to know how the game operates? Why does the base dodge chance for each toon say 2% when everyone knows that this is false (at least for the AI)?
While we're at it, why not just adjust every toon's base resist rate to 15% and then let mods and gear stack on top of it? It might actually make tenacity mods worth something and you wouldn't have these hidden mechanics that leave many players so puzzled as to how the game actually works.
