Since TB is running, and there's likely a client restart when it happens, knowing the exact time of the update is quite important, and is unrelated to whatever's in the update itself. The reworks is whatever, well done, but knowing when to stay clear of TB battles where there are no do-overs is the main concern.
The last group of updates there has been an in-game notification providing a window in which the update was expected to be released.
