You're mixing things up. Not marquees vs reworks are treated differently.
There are content updates that contain everything, including the marquee events. They push out an update in the afternoon, so that marquee events can start at midnight. If they said two or even one week before that the update will go live at 3pm PST, and it wouldn't because of some failure, then everybody would rage, not just that few of you. Thus, if they can only push out the update at let's say 5pm, marquee can still start at midnight.
Reworks are also part of the content update, but they are going live as soon as the update is downloaded on the device, you don't have to wait until midnight.
Of course they could (and should) inform us, like 'sry guys, there are some glitches that need to be fixed ASAP, so a little delay might occur'.
