Shaak Ti and refreshing shipments

So over the last 4 days I have refreshed the shipments in order to complete Shaak Ti as soon as possible. I used both 50 crystal refreshes all 4 days.... and in those 8 attempts she never appeared. I ...

Yes, I did the 2 refreshes, because my reset is about to happen. I got it on the 2nd refresh, as you can see that the cost is now 100.
