Perhaps there is always a minimum 2% dodge chance after computing evasion bonuses and penalties? And then accuracy is applied against that? Only way I could see it legitimately happening, otherwise it sounds like it could be a broken kit bug.
With hound's passive there is -25% of evasion for ships with breach
