They weakened all of your ships abilities, then added on two ability levels, so you would have to, in essence, "rebuy" the same abilities again.

They also "reworked" the way many of the abilities work (or how powerful - or not - they are), making many ships that people had spent time and money on much less useful.

It's a nerf - with the added bonus of getting to have to rebuild your fleet again.
