I'm sure ships will be available, somehow, from the get-go. I also have a feeling that the AAT tank raid will be the place for ship "gear".
I'm not sure how Ships will integrate with the rest of the game, or whether it'll be a sub-game unrelated to the way things are now. I think having a ship's "pilot" at a certain star level will boost its stats, but I don't think you'll necessarily have to have the corresponding "pilot" to operate the ship.
