Android got one free pack of the Shore/SRP pack, which was a minimum of 10 shards. If you placed decently in the 2 tournaments, you had 30 shards already from those (I think top 1000 got you 15 shards each tournament). So then you could have easily unlocked with only one additional pack (1199 crystals, which you could accumulate in less than a week).
That being said, Shore is completely arena viable at 3*. My 3*/g10 Shore is rocking 21k health and 51k protection. More than enough to be fully viable. I would note that I'm not on android, and got the shards I needed from 9-b.
