Dunno if u read shore abilities.....but shore will go first before everyone else as han solo
He doesn't go first, he simply starts taunting before anybody has a chance to have a turn. This isn't an action it's just what he starts the encounter with. Kind of like Ashoka's buffs except you can see ShoreTrooper's taunt
