That's not correct. Many of the people complaining in the previous threads were from other tiers other than heroic. There were several posts from t5 and t6 guilds that disliked the nerf as well.
Honestly, I'm not sure what lower tiers were pleased with the rewards after the initial change - but it certainly wasn't t5, t6 or Heroic.
