Scrolling through the meta report top—100 toons I saw the that at least the top 50 appearences were all viable and strong in the arena. Yes, some toons require the right team around them to shine, but nevertheless they have a spot to fil. Imagine FOST in a non—FO squad? Naaah! But FOST in a FO team? He rocks! And a full FO team still rocks.
Yet my guess is that you, @MasterYayaSolo, still think that FOST is bad even if he's actually good. Furthermore some toons are rare in the top 100 not because they are bad in the arena, but because people simply chose to invest their ressources elsewhere. And as others have previously stated: The game is not all about the squad arena. Many toons that don't shine in the arena will shine elsewhere (Fleet arena, pit raid or AAT). Long story short: The game is plentyli diverse.
