Small Galactic Cargo bundle

Does anyone know why a friend of mine whose not on the forums has been getting charged for a “small galactic cargo bundle” monthly, even though he haven’t been buying it? Additionally he’s gotten no rewards from it at all, just a charge that is from EA. One thing he thought it might be was the conquest pass, but if so it’s super super delayed showing up.
