Smuggler Event & Stormtrooper Han

Can someone please explain to me why Stormtrooper Han doesn't have the Smuggler faction tag? Han dressed as Stormtrooper in A New Hope while on the job as a smuggler. He was NOT a rebel at that time. ...

They clearly didn't want anyone farming this without gearing Qi'ra and at least Young Han unless they already have a G12 Nest who can effectively solo it (because she's broke af).
