He means in the stats section. The "General" stats include Health, Protection, Speed, Crit Dmg, Potency, Tenacity, and Health Steal.

But It doesn't have Crit Chance, Accuracy, Crit Avoidance, Offense, or Defense and we have mods for those things. Those things are in the same sections as Evasion too. Where are the evasion mods, huh? Or Armor Penetration mods.
